Uruguay to Vote on Legislation

Famous for its world class soccer despite its small size,  Uruguay plans to vote on legalizing the sale of marijuana. The government would assume the responsibility to produce, distribute, and sell the product. It would be the first country to do so. But it is not clear that the legislation will pass.
