What does this say about Latin American leadership?

Raul Castro elected head of the CELAC

Raul Castro has been elected head of the CELAC, the regional Latin American and Caribbean body. As a long time observer of the Latin American scene I would have to question the sanity of Latin American leaders who elect the worst human rights violators and the worst dictatorship in the Hemisphere. For exponents of the Pan American Association and what it stands for, one has to ask whether we can take Latin America seriously. This is a tragedy, which will only help prolong the dark night for the people of Cuba because it gives the moribund and rotten system a flicker of legitimacy, and probably more life.
