The Pan American Association of Philadelphia is excited to announce that it will hold its 85th Annual Meeting and William J. Clothier II Memorial Award  on October 29, 2025 at the Union League of Philadelphia.

We are pleased to announce that H. E. Esteban Moctezuma Barragán, Ambassador of Mexico to the United States,  will be our Keynote Speaker.

We also are delighted to announce that David M. Vahos, President and CEO of PECO, a division of the Exelon Corporation and Pennsylvania’s largest electric and gas delivery company, will receive the 2025 William J. Clothier II Award honoring individuals who exemplify the values and aspirations of Pan Americanism. Mexico occupies a position of singular prominence in Latin America and is an indispensable partner of the United States. Our nations are bound by deep and longstanding shared interests—trade and supply chains, energy and manufacturing, migration and human mobility, shared security challenges, and cultural connections that stretch across generations and borders.

Since its founding in 1940, the Association has been dedicated to promoting cultural, educational and economic activities to increase understanding and cooperation among the peoples of the Americas. The Association is an all-volunteer organization dedicated to advancing Pan-Americanism in the Greater Philadelphia region. Today, the region is home to more than 500,000 residents who trace their roots to Latin America, and the need for greater cultural understanding expressed by our founders has become even more relevant.

We expect an audience of more than 200 policymakers and leaders from business, cultural and academic institutions in the Greater Philadelphia region with an interest in Pan-Americanism. The event will begin at 11:30 AM with a networking reception followed by lunch at 12:00 PM.

 

Keynote Speaker

H. E. Esteban Moctezuma Barragán
Ambassador Extraordinary and Plenipotentiary of Mexico to the United States of America

Ambassador Esteban Moctezuma was appointed Ambassador Extraordinary and Plenipotentiary of Mexico to the United States of America by President Andrés Manuel López Obrador. He was ratified by the Senate of the Republic in February 2021 with 115 votes in favor of 116 attending senators.
 
He was secretary of public education since 2018. Among his government positions, he previously served as secretary of social development (1998-1999); federal senator of the Republic (1997-1998); secretary of interior (1994-1995); undersecretary of educational planning and coordination (1993-1994) and chief administrative officer (1992-1993) at the Secretariat of Public Education; chief administrative officer at the Secretariat of Programming and Budget (1988-1992); and secretary of administration for the Government of the State of Sinaloa (1982-1987). He was responsible for implementing the autonomy of the Supreme Court of Justice of the Nation (1994).
 
Ambassador Moctezuma earned a degree in economics by the National Autonomous University of Mexico (UNAM). He also obtained a Master’s degree in economic development from the University of Cambridge, United Kingdom and completed a course on regional development in Tokyo, Japan. He was awarded a Doctor Honoris Causa degree from the University of Sciences and Arts of Chiapas.
 
Regarding his career in civil society, he served as Executive President of Fundación Azteca (2001-2018); promoter of the System of Children's and Youth Symphony Orchestras Esperanza Azteca (2009-2018); trainer of Youth of Excellence through the Bicentennial Generation Scholarships (2010-2018); promoter of the program for the conservation of natural protected areas ¡Que viva la Selva Lacandona! (2004-2018); responsible for the campaign Limpiemos nuestro México (2009-2018); member of the Board of Directors at the Mexican Foundation of Health (2004-2018); president of the Board of Trustees of the National Institute of Public Health (2011-2015); assembly member at the National Council to Prevent Discrimination (2013-2017); vice president of the organization "Entrepreneurs in Basic Education" and President of "Social Commitment for the Quality and Equity of Education".

Ambassador Moctezuma has been a columnist for several Mexican newspapers and has written several books.

 

 

William J. Clothier II Award Recipient

David M. Vahos
President and Chief Executive Officer, PECO

David M. Vahos is the leader of Pennsylvania's largest electric and natural gas delivery company, responsible for PECO's overall performance associated with operations, safety, service reliability, customer satisfaction, and financial management. Vahos oversees the company's 3,000 employees who are dedicated to the safe and reliable delivery of electricity and natural gas as well as enhanced energy management conservation, environmental stewardship and community assistance. Headquartered in Philadelphia, PECO delivers energy to nearly 1.7 million electric customers and more than 553,000 natural gas customers in southeastern Pennsylvania. He also serves as a member of Exelon’s Executive Committee.

Vahos is the former senior vice president, chief financial officer and treasurer of Pepco Holdings. He was responsible for Pepco Holdings’ financial planning and analysis, operational finance, accounting, treasury, and risk management functions.

Prior to joining Pepco Holdings in 2024, Vahos served as the senior vice president, chief financial officer and treasurer of BGE in Baltimore, Md., another Exelon subsidiary. During his time at BGE, he was responsible for establishing accounting practices related to the deregulation of the electric generation portion of the company and has served in supervisory capacities in both general and regulatory accounting. In 2010, Vahos was appointed executive director, corporate audit for Constellation Energy, where he directed internal audit and consulting engagements for Constellation New Energy and BGE. In 2012, he was named BGE’s vice president and controller, and was responsible for financial accounting and reporting, performance of controls, and preparation of financial reports for management, shareholders and regulatory agencies.

Prior to joining Exelon in 1998, Vahos served as senior accountant at KPMG Peat Marwick, LLP, focusing on assurance and consulting services, as well as compliance and financial statement audits.

Vahos previously served on the boards of directors for University System of Maryland Foundation and the Maryland Business Roundtable. He was the former chair of the YMCA of Central Maryland and a supporter of the United Way of Central Maryland. Vahos is a founding board member of the Association of Latino Professionals for America Baltimore chapter.

Vahos holds a bachelor’s degree in accountancy, cum laude from Villanova University, and a master’s degree in business administration from Johns Hopkins University.
